Honestly, I think with how Cars 2 is, it had to break a lot of realism that was established before to make the film work. If I remember right, they never said it was a summer break either. We only know the film took place in July because of Mater's Knighting certificate I think? I'm more-or-less saying that it might not be worth thinking about how Cars 2 fits cause Pixar got really loose when it came to making this film.

The SB models seem to take inspiration from the Chevy Camaro while the SA models are more in line with the Ford Mustang. So I would say so yeah but obviously there's other models they might've taken inspiration from.

Just checked Disney Docket's video on Case B and you're basically correct. 2023 Case A is not a thing as it got cancelled for some reason and it'll be missing. So the only letters we'll get is B to M except for I and now A.
That 205 top speed was an error reported by someone else as Pixar reiterated that McQueen's top speed was 200 in that film during and afterwards until Cars 3, which really doesn't make sense since he did get some modifications in that film but okay I guess.
This conversation does make me wish Pixar was a lot more clear when it comes to these things, if you know some ins and outs of the racing world you'd understand this stuff a lot easier, not asking for a full on rulebook per-se but something that at least answers the more common questions like this.
Lightning's top speed would still be 200 (or I guess 198 but he only clocked that on sand) not 205. McQueen is more round in shape while Storm is sharper. Plus stuff like engines and the spoiler play a factor into this stuff as well. Also, Storm has a carbon-fiber body which is known for making cars weigh less compared to McQueen's sheet metal body.
Aerodynamics and top speeds. Going based off of Jackson and Cruz's technical info we can guess their top speeds exceed 200 mph, more than like maxing around the 210s like those two. The aerodynamics really apply more to Storm admittedly but that was a design choice by Pixar to make him stick out.

McQueen is a combination of many cars. Originally he and Chick were planned to be Corvettes but that was dropped in favor of making them fictional models. McQueen probably does take some inspiration from the Viper but Pixar worked closely with General Motors during the development of Cars regarding the new Corvette which leans him into more than likely being based around the C6 as that was the latest model of the vehicle when Cars came out. Plus regarding the production notes the only Dodge model to be mentioned was the Charger and not the Viper.
