Well, they have exhaust pipes on the sides. And they do sometimes sound like a stock car. But, the Next-Gen cars have engines, not batteries. You see, Next-Gen SA cars have a 5.5 liter twin turbo flat-plane V8 engine and the Next-Gen SB cars have a 5.2 liter odd-firing V10 engine. In the LEGO Pixar: Bricktoons episode, "Cars: Trust Yer Ol' Pal Mater", the next-gen racers sound like stock cars like in Cars 3. So, the solution is that the next-gen race cars have a twin-turbo aspiration (SA only). But, they do have a hybrid engine (a combination of an engine and a battery). So, the next-gen racers electric sound in some scenes of Cars 3 might be an error.
