Lil' Dipper is a member of the Piston Peak Air Attack team, an organization working to fight wildfires. She is also Dusty's biggest fan.
Her model design seems to be a mix of Canadair CL-415, PBY Catalina, and Grumman G-21 Goose. These amphibious aircraft models are used for aerial firefighting, search and rescue operations, as well as utility transport aircraft.

In Planes: Fire & Rescue, Lil' Dipper greets Dusty with excitement when he arrives at Piston Peak National Park, as she claims to be his biggest fan and develops a crush on him. Before she became a firefighter, she used to haul cargo in Anchorage, Alaska.

Lil' Dipper is a Super Scooper who is painted yellow, red, black, and white, with two propellers.

Lil' Dipper is exciteful and kind, especially to Dusty, who she has an obsession with.

Throughout the whole film Lil' Dipper seems to have a big crush on Dusty Crophopper. She even considers being his girlfriend (during the talk with Harvey and Winnie), though Dusty didn't say anything about it.
Livery[]
Lil' Dipper is painted mostly yellow, with red, black, and white detailing. Similar to Blade Ranger, Windlifter, and Cabbie, she sports the Piston Peak Air Attack logo on the right side of her fuselage and have her nose cowling painted black. Lil' Dipper also shares the visual motifs of three white stripes (on the top side of her wings) and chevron patterns (on the rear half of her fuselage) with her fellow firefighting aircraft. Her tail number is painted across her tail, and her call sign number 28 is painted on her tail fin. She has a built-in tank to scoop water and store fire retardant.
